The paper deals with technology and traffic-aspected projects of construction of the new Nedelišće railway station within the scope of the future Nedelišće industrial zone with reference to the existing Čakovec railway station facilities.
The paper deals with modem telecommunications development trends. The authors first provide a review of major factors of impact upon this development (telecommunications users' needs, changes on the market of telecommunications services, and advancement of the telecommunications technology). In conclusion the paper lists some basic references of the future development of the telecommunications network in general and of the terminal equipment or facilities of this network in particular.
The paper deals with identifying some marginal groups in traffic (children, senior citizens, disabled persons and other risk groups) and provides data on their share in the total number of Zagreb inhabitants in conjunction with some aspects of traffic trauma and safety. The author first discusses the sociological definition of the term of marginal group within a wider scope of viewing the matter, and then refers to respective approaches of traffic, engineering and medical science. In conclusion the paper provides a concise review of the existing and required practical propositions in traffic and the need for their wider-scope (re)defined concept.
This paper deals with identifying the existing state of affairs and possibilities for restructuring of a medium operator with the objectives of higher efficiency and optimum operations. The author advocates the concept of having the basic approach to such restructuring governed by the functional principle within the scope of the registered business of the company. The paper further deals with the present level of engagement of the company as well as the trend of business indices on completed transport services as compared with the last fiscal year. A technical and utilization analysis of transport capacities in passenger and freight transport has been completed with particular reference to the issues of maintenance and reliability of the motor pool placing accent on to the need for the introduction of a programmed preventive maintenance of vehicles. Particular attention has been paid to the services/ /garage division whose operations primarily viewed from the aspect of prevention measures should considerably contribute to the higher level of optimum operational aspect of the motor pool. The existing management chart of the urban and suburban transport has been committed to analysis.
The paper deals with the respective measurement system and models for measurement results processing as developed for the requirements of identification of the Diesel engine with supercharging. Subject measurement and measurement results processing have been PC-aided.
The paper deals with the issues of aircraft maintenance management per JAR 145. The introduction of JAR 145 has set the requirement for European airlines to adjust to the new system of maintenance and issuance of certificates on completed servicing as required by the Joint Airworthiness Requirements. From JAR 145 standards originate the requirements for personnel and equipment in compliance with ISO 9002, management aspects and types of servicing.
The models for training of student-pilots for the needs of the Croatian Air Force have been created by accommodation of the models applied by the air forces of western nations (Germany, United Kingdom, Israel and America) and further conditioned by the requirements, financial potential and finally-the aspired-to qualities of graduated aeronautical engineers -future pilots. . . For the first time in the Republic of Croatia the education and training of full-time student-pzlots have been organized in the civilian educational system with the University of Zagreb (Faculty of Traffic Engineering) using the course and program of instruction granting the highest level of education - a university degree. Highest quality education/training is provided ~y top specialists in the field, university teachers employed with the Faculty of Traffic Engineering and teaching members of the Croatian Air Forces (flight instructors). In this manner we have succeeded in providing a highly graded education and training of future pilots of the Croatian Air Force in the country.
Flying as the vocational commitment of a person makes one of the most complex aspects of human activity. The beginning of materialization of such professional orientation refers to the selection of candidates for student-pilots at the Faculty of Traffic Engineering, Department of Aeronautical Engineering (Croatian Air Force Pilots). To become a student of aeronautical engineering at the Faculty of Traffic Engineering means having successfully passed a series of medical, psychiatric, psychological, and admissions examinations for this particular line of university course of studies for a degree. The import of selection of candidates in the process of selective flight training of student-pilots rests in the highly professional approach to the first level of training of student· -pilots resulting in the maximum economy of costs and confident and undoubted assessment of the capacities of a student- pilot in future execution of assignments in units of the Croatian Air Force. The Zagreb University Faculty of Traffic Engineering, Croatian Air Force and Antiaircraft Defense cooperate in the education and training of students for a degree in aeronautical engineering.
The author has in this paper offered for the first time in Croatia the model of classification of bus stations according to the following criteria: - daily number of services: departures and arrivals - percentage of transit bus services pyramid classification - geographical/traffic-aspected location of a particular bus station. The study has covered eleven bus stations, transit, transversal and terminal ones, dealing with a precise description of their transport functions, level of provision of infrastructure facilities and equipment, as well as their temporal by aspected operations. Classification provides the instruments for establishing the amount of the fee paid by transport companies for using the bus station and parking, and by passengers through booking seats and paying for bus station service, left luggage and use of toilets and parking of their automobiles. Classification sets to bus stations the requirement of provision of technological and engineering propositions to grant passengers and other users of bus stations a particular level of service.
This paper deals with an attempt at resolving the problem of gridlock in urban areas with particular reference to environment- friendly traffic system. In order to help creating an environment-friendly traffic system, it shall be necessary to take the following measures: gradual relocation of motor traffic by means of a correctly aspected traffic/urban planning policy, rerouting of motor traffic for purposes of improvement of the quality of non- Promet, vol. 6, 1994, br. 5, 127-131 -motorist traffic, improvement of the very method of operation of motor vehicles by technology/control measures and implementation of measures of traffic abatement in residential areas.
The paper deals with the conditions and terms and methods of carriage of live animals in railway traffic. Live animals can be accepted for carriage in cages or without them, only with appropriate accompanying veterinary/sanitary papers. Transport must be organized in conformance with respective rules and precaution measures in order to have animals reach destination unharmed and alive. During transport adequate care is taken about fodder and water, airing and cleanliness of wagons, while at the end of carriage wagons are obligatorily disinfected.
By determining the level crossing as a system and structuring the model for forecasting events an attempt has been made to find the optimum levels of securing level crossings. The assessment of the respective level of safety, behavior of road users, local conditions and impact of stochastic regularity with input and output values being determined in an exact manner, a prerequisite has been created for the elaboration of a systematic system analysis. The incidence of emergencies, stopping and waiting times of motor vehicles, utilization C()sts and number and stopping and waiting times of trains have been forecast by mathematical methods and computed by way models. The elaborated algorithm for selection of the optimum level of safety of level crossings creates the possibilities for obtaining reliable elements for decision making in transition from the existing to a newly introduced safety aspect.
The paper deals with current issues of Zagreb suburban traffic. A number of problems have been identified: obsolete infrastructure facilities, congested traffic routes, deficiency of transportation means and low level of transportation service. All this reflects upon energy and space utilization, deterioration of environmental balance, increased noise pollution, stress situations and inconveniences a person, i.e. a passenger experiences in traffic. The author discusses the need for radical changes in suburban traffic planning. These changes are seen in the introduction of railways becoming a major aspect of suburban transport, because the railways can provide transport of large numbers of passengers in short periods of time, while the identified negative aspects are being eliminated or reduced to the minimum. It is therefore necessary to conceive the new system of suburban transport. This could be materialized through the elaboration of the projects of complete suburban transport segment. This in the first place refers to the infrastructure contents as by-pass lines, Medvednica Tunnel, Samobor line, airport links, passenger terminals, stations with platforms at an elevation parallel with the floor of the cars and special train cars for mass transport of passengers with broad seiding doors for quick getting of and off the trains. In the light of the fact that the traffic system of the Republic of Croatia makes part of the European and world traffic system and that the geographical location of Croatia creates major comparative advantages for the nation as a maritime, Mediteranean and Danube-basin country to develop traffic for its own needs and of other countries - the role of river transport becomes evident. The river transport in the Republic of Croatia offers major possibilities for serving the industry and businesses in freight transport in domestic and international traffic. The river navigation routes in Croatia lie in economically most developed regions. The nation's potentials in utilization of river navigation are rather pronounced, and if we keep in mind that this makes one of the least expensive aspects of transport its advantages become clearly manifest. In parallel with promoting river navigation on the Danube as planned in cooperation with Europe, the traffic policy should become an instrument of influence in promoting river navigation on the Sava and the Drava as important Danube tributaries, with supporting the development of the river fleet of vessels in conformance with the requirements of respective transport demand forecasts. Particular attention should be assigned to the development of the existing and building of new river ports in particular on the Sava River, in the first place in Zagreb, Jasenova, Samac and Zupanja. For reasons of quality and technology aspected justified and sound option of better linkage of the Adriatic and the Danube-basin region i.e. of Croatia and the Central European countries, it is indispensable to build the port of Zagreb (as the most rational/ink of the Adriatic and the Danubebasin region) and initiate the construction of the Samac-Vukovar Canal as a direct fluvial exit of Croatia in to Europe and beyond.
The paper deals with a segment of research examining the possibility of application of the theory of recognizing samples as the core of a diagnosing model. System diagnosing is based upon the signals of operation process. Diagnosing rules are determined based upon the sample of diagnosing signals produced by different simulated aspects of system technical condition. The model has been verified in the process of Diesel engine fuel injection system diagnosing. The fuel injection pressure signal in front of the injector has been used as a diagnosing signal.
The paper discusses the results of the survey mounted in Zagreb in the summer of 1991 dealing with the perception of urban traffic by senior citizens. The survey involved 192 respondents, citizens of 55 years of age and above (traffic-related age criterion) and it served for obtaining the attitudes and opinions of senior citizens regarding some basic traffic problems of the Zagreb metropolitan area: assessment of public transport, urban traffic concept, and respective availability/ ease of access. Particular interest has been paid to the relationship of responses and respondents' characteristics (sex and 'mobility').
The paper deals with a theoretical analysis of the problem of non-uniform defining of a group of non-conventional transport technologies. In this some basic approaches have been differentiated of various defining criteria, engineering/ technological and legal. In a comparative analysis of specific systems of air transport the author deals with the assessment of the possibilities for the utilization of vehicles of this transport aspect in nonconventional transport technologies. The author discusses the prerequisites of application and development of non-conventional transport technologies with air routes incorporated into the transport chain.
Timely delivery of material and equipment to the site at minimum costs and minimum risk makes one of the major elements in successful construction trade. Cutting down the time of equipment being ready for transport and the time of being actually delved on to the construction site can be attained through good preparations and sensible management. Transport program makes part of the complex process of construction of buildings connecting the manufacturing and construction program by making optimum use of the available time to grant timely flow of materials and equipment to the construction site at intervals and in quantities as defined in the construction/erection program. Experience shows that the preparation of a transportation program should be initiated as early as the time of the elaboration of the preliminary design. Being its integral part, the transport study considers in a professional and sensible way the usability of access lanes to the site, available transportation leans, development of the network of traffic links, construct of new ports, etc. The study gives an advance insight to concerned parties into the conditions of transport and conditions to be met by equipment for transport thus making possible timely preparation and management. By promoting successful transport it certainly adds to successful construction activities.
The paper deals with the possibility of energy consumption reduction in train traction. The mathematical model of train traction calculation is furnished and accommodated for purposes of definition of optimum journeys by the criterion of least energy consumption in given peripheral conditions i.e. within specified operation time and at highest allowed operation speeds. Based upon the model worked out the calculations have been completed on the example of one route section and different types, trains and train masses. The values of absolute and relative deviations in energy consumption have been obtained for different modes of operation and the most favorable methods of operation from the point of energy consumption have been established. In order to have certain optimum aspects of operation carried out in practice the paper puts forward suggestions for the elaboration and form of instructions for the operator. These instructions should for reasons of simplicity and easy reference contain graphical symbols and necessary operation information. It has been suggested to name the manual 'Operator's Information' while it would serve as recommended operation method to the driver. The paper lists all variants and forms of issuance of the proposed operator's information.
Over the last four years in the Republic of Croatia changes have taken place also in the segment of motorists training and licensing in an atmosphere of significant social, political and economic changes and wartime conditions. Regulations have undergone change in this segment insomuch that it has been structured on a marketing basis, training has been separated from licensing examinations, while the number of Driving Schools has tippled, and the segment has been given the required competitive atmosphere. From the aspect of training/licensing programs and management the segment has almost reached the level of same aspects in individual European countries. It is necessary to pass as soon as possible respective regulations for this segment coordinated with the new Road Traffic Safety Act and to structure the segment of motorists training and licensing in conformance with these regulations.
The paper deals with the quantities analysis of available data on the up-to-date trend of selected capacities of the telephone network for the Republic of Croatia. Based upon the developments in the preceding period (1973-1990) it has been shown that it is possible to complete the planning of the long-term demand for the main telephone lines, i.e. the incidence of MTLs/1 00 inhabitants by means of a logistic model application.
The Croatian Railways as a member of the International Railway Union (UIC) and an integral part of the European railway system of lines have both the right and obligation of taking part in the unified traffic policy of Europe with the ambition of all European nations drawing benefits from the prudently managed railway system through optimum solutions in order to enable each transport aspect, the railways in particular, the manifestation of its advantages. International operations of the railways become increasingly important with the growth of the internal European market. Considering the fact that the forthcoming period brings the promise of favourable time for a vigorous development of the railways, the Croatian Railways as a member of the UIC are faced with major assignments on the program of accommodation to the requirements of the EC, i.e. the European transport system. The Croatian Railways must also establish and evaluate the priorities of activities from engineering, technological, management and commercial aspect. These should be fully coordinated with the European ones with adequate application of information science i.e. computerization, and all other modern technologies. The execution of schedules should be impeccable, strictly eliminating all delays. Train operation speeds should be increased in freight transport with maximum introduction of unit trains.
The paper deals with a review of efficiency of ultra short- term and short-term weather forecasts designed for motor traffic. On the pattern of local forecasts for the region of the City of Zagreb in the winter season of 1992/1993 the authors perform the assessment of accuracy of predicted precipitation in general, snow, snowfall and new snow layer of 5 cm and more, glaze, and minimum and maximum air temperature. The assessment of weather conditions has been completed by method of alternation while the assessment of air temperature has been completed by statistic methods congruent with physical scale values. General efficiency of prediction of all mentioned weather aspects has been satisfactory, despite the fact that forecasts are still being made by subjective methods. More successful have been the forecasts referring to the absence of a phenomenon important for motor traffic than those referring to its presence. This comes as a result of the subjective element in provision of forecasts. Forecasters have consciously over-emphasized the possibility of presence of some adverse weather condition in order to avoid joint responsibility for consequences at the time of its occurrence without being predicted or announced. Nevertheless, forecasts have proven to be useful for more efficient and more economic operations of The Winter Road Service in the metropolitan area of Zagreb.
The paper deals with the results obtained from a survey of traffic-and-handicapped-persons relationship mounted in Zagreb in the spring of 1991. The poll involved 305 examinees - respondents with different degree for handicap and other features whose impact on the answers provided by the respondents was of particular interest to the examiners. The responses given refer us to the disappointment expressed about the attitude of the community towards handicapped persons and the existing level of accommodation of solutions in traffic to the needs of handicapped persons, and the controversial issue of access and availability of public transit/facilities. The respondents have also provided objections and suggestions for the resolution of their problems. A crucial role in the process of forming of attitudes and their articulation refers to the way of living and aspect of handicap.
The paper deals with the system of basic and specific body motor capacities with reference to rescue at sea by using the canon relation. The survey has been completed on the sample by using a set of variables and a series of tests of basic and specific body motor capacities and elements of rescue. The patter of variable intercorrelation has been analyzed. A relatively high degree of correlation of motor capacities and elements of rescue comes as a result of impacts of repetitive and explosive strength, speed of coordination, and ability of completing motor capacity related tasks.
Road infrastructure as an indispensable part of the community and economic life has a significant place in the area of a coordinated development of the process of simple and extended reproduction. This means that distortions in the segment of conceiving one consistent road infrastructure financing system procreate a variety of negative implications reflecting on the subsystem of road and overall economic system Thus the facilities of road infrastructure become an element of destabilization of the road system functioning as a subsystem of the economic life in Croatia maintaining with it a dynamic interactive relationship in the process of operation. The paper deals with the distortion of the financing system and the inevitability of its transformation within the scope of the restructuring of the Croatian economy. The basic prerequisite of the process of transformation rests in the rational functioning of the investment activity which should be complex, comprehensive and consistent, without any anemic, undeceive and declarative quality.
